In what untrammeled part of the state was this snowy landscape photographed?

Answer: In Parsippany, on the shoulder of westbound I-280 about a quarter mile east of its intersection with I-80, I-287 and Route 46.

At about 9 am Tuesday, Inauguration Day, with traffic at a near standstill waiting to merge onto 287.
